Assistant Counselor Ebrahim Sami AlBusmait, member of the Legislation and Legal Opinion Commission, highlighted in the online lecture that he presented the transparency principles in the electoral process, pointing out that the historic turning point in the beginning of a new era in Bahrain's political history was at the launch of His Majesty the King to his reform project, by introducing broad reforms in various sectors, in which the most important was promoting popular participation in decision-making. That popular participation in decision-making began with the referendum on the National Action Charter draft, which received an approval rate of 98.4% in 2001, and then it continued in the first parliamentary and municipal elections that were held after the reform project in 2002, and continued since then on the legally specified dates without delay or disruption.
The lecture covered four main axes that ensure high degree of transparency in the elections, the first highlighted the judicial supervision over the electoral process, showing how the electoral process in the Kingdom of Bahrain enjoys complete independence from the executive authority, starting with the independence of the organizing body, all the way to the full supervision by the judicial authority. Whereas the second viewed the transparency of the procedures carried out in the electoral process, and the third emphasized the right of civil society institutions to monitor the electoral process at all stages as part of the civil monitoring over the elections. While the fourth presented some additional measures to enhance and ensure the transparency of the electoral process.
At the end of the lecture, Assistant Counselor Ebrahim Sami AlBusmait emphasized that the legislation in the Kingdom of Bahrain took into account all the necessary procedures to ensure that the elections enjoy a high level of integrity, impartiality, and transparency.
